Neither Trump nor Biden are in charge of getting the vaccine out,
if you mean by that, ready for use by the public outside of
testing. But Biden's team is developing what Trump never bothered
with...a rational, workable, science-based plan to distribute the
vaccine(s) and whatever else is needed across the country. Trump
has given up on the presidency and leadership on this and other
issues, if he ever was involved in anything beyond denial.
