14th amendment section 1
"... No state shall make or enforce any law which shall abridge the
privileges or immunities of citizens of the United States..."
There is a case to be made that the 14th amendment would extend the
federal "immunity" of a presidential pardon to the state laws.
As far as I know it has never been litigated and this is just the guy
to do it ... with a "constitutionalist" friendly SCOTUS.
