Biden has neve been right in the head. When he had his brain issues in
the 80's he head went bezerk and there is no way anyone should put him
in charge of anything more complicated than a light switch.

Not to be disparaging to Joe Biden or anyone who has experienced this
but he had two brain aneurysms in 1988, both of which required
surgery.

Depending on the severity (and if excessive bleeding occurred) a
brain aneurysm can result in permanent problems with with speech
and thinking along with other physical disabilities.
