How come their mental health care professionals failed them?


That the Georgians had "histories of psychiatric problems" doesn't mean
they had treatment or the sort of treatment they needed, especially if
they are indigent and in a Southern state.


Obviously Maryland falls into that category. The streets of Baltimore
and the DC suburbs are littered with bums who have mental problems and
who are not getting care, whether it is available and they won't go or
it is simply unavailable.
