Yeah the Soviets used to vote for their leaders too but the results
were printed long before the balloting started.


Union members aren't likely to vote to eliminate their health and
welfare programs.


They also don't have a lot of control over what they pay for them.
Unions pass on the cost they pay for benefits, plus their overhead.
