Severe economic downturns accompany Republicans in the White House.
Seems as if the Congress is the one who allocated money and requires
spending it. So they control the money. Then why is the President
responsible?
Because to people like Harry history like this is where you forget
about "separate but equal branches of government".
In other circumstances, the separate but equal thing applies to them.
It all depends on who they want to blame.
In regards to the money, Congress is more equal. They got a SCOTUS ruling
years ago that the Executive Branch had to spend every penny Congress
allocates. Previously, the President/executive branch controlled a lot of
over allocation by just not spending the pork.
