I think you are in error. My ISP, for example, sends all news directly
to GigaNews. Their proxy server is only just a step in the process.
No changes to headers or rules are enforced.

Katy should try doing a tracert to look at all the steps to her
Kraut server. She might get a clue there.

Katy if you're reading this open a command window. It can be found
on XP start menu under Accessories.

In the open window type "tracert news.leapfroginet.com"
