When I lived in DC one of my cop buddies got taken off the street
because of an injury and he had to crunch the numbers for them. He
came up with a statistic that you never were going to see in the
paper. The chance of solving any particular armed robbery and actually
getting a conviction was one in 260. This is not purse snatching and
car burglaries. It was armed robbery.
With odds like that, why wouldn't a street thug rob for a living? The
chance of a drug dealer getting shot by a rival drug dealer are far
higher than that.
