I just looked up some current info (as of June, 2018).
Norway still spends less than 2% of it's GNP on defense despite
the agreement that NATO members contribute at least 2%. Norway
currently spends 1.5% on defense and that 1.5% is the
highest since becoming a NATO member.
Norway is a rich country. However it's argument is that although
wealthy, it has a sovereign wealth fund known as the Oil Fund set up
specifically to secure pensions for future generations of Norwegians
and not to be spent on their defense.
Socialism at it's finest.

Sure, the liberal way. Use OPM. (Other People's Money)
That's why they should foot the bill, plus some, for any military help we contribute.
