My now-retired Norwegian buddy, who worked 20 years in the oil drilling
and production business and as a union rep and who was retrained as a
teacher at government expense after suffering a serious work-related
injury, just sent me an email telling me his twin grandkids are starting
their college careers soon at the Norwegian Institute of Science and
Technology, tuition-free.

Perhaps you don't know any more about those Nordic countries than you do
about our govenment here. Here's a bit from Wiki:

If you have a homogeneous population of white Europeans with a well
established work ethic, it is easy to have a welfare state. It is not
so easy when 15-20% of the population are hard core unemployables. (No
education, no skills, no incentive to learn and welfare worth more
than they could earn if they did work)
