Teacher's unions do everything they can to avoid testing for actual
achievement.

They also do everything they can to avoid any kind of efficiency appraisal.
We have state wide achievement testing for school ratings. Lots of the
schools tell the parents to opt out of the testing. Any school
functionary who councils that advice should be fired. Not allowed to
retire, but fired. Also should be no opting out.
IF they tell the right parents, then the bottom folks will stay home and skew the hell out of the
results. Makes the school look good. And hell, out there the powers that be probably encourage it.
I imagine the kids who think they will not do well will stay home. The
opposite is true of my middle grand daughter. She goes out of her way
to take every test she can because she thinks they are easy and she
likes to win.
