You're taking water over the bow while underway? You have the wrong kind of boat for your boating venue.

Yes. Bow riders are nororious for taking water over the bow in rough
conditions unless they are trimmed way up and run off plane. I have a
27 foot bow rider that behaves exactly the same way so length is not
the answer. For rough water you really need high freeboard forward.
Take a look at serious fishing boats like Grady Whites.
