If that's true, what would possess a "non-gun nut" to learn how to
modify an AR-15 for fully automatic operation? Did someone else do it
for him and put him up to this horrific shooting?

There are any number of YouTube videos that show exactly how to make
the full auto mods to a 223 and they don't look all that difficult.
