Houston homeowners have flood insurance, according to news reports. Another

A disaster they brought on themselves. If I don't buy collision on my
car and I wreck it, too bad. Why is that anyone else's problem?
I suppose the real question is how many who don't have it, really got
flooded.
If you are in a flood zone, it is pretty hard to get a mortgage
without flood insurance.
Apparently not true, since it is apparent a lot of Houston is in a flood
zone.
Apparently you don't know that large areas of Houston are flooding that aren't in a flood zone and have never flooded before.
