Some of these things are total no-win situations. One big advantage
of the charter schools is that they don't have to pretend to educate
everyone. If a kid has behavior or learning issues thay can just show
them the door. That's a huge plus for the children and teachers both.

A lot of the charters are designed to deal with slow learners,
particularly in the city but they are not "reform school" so kids who
want to be thugs will be tossed from most.
