Did you mean not high enough? I've never seen anyone stand on the
gunwhales when tonging, more often leaning against them.

I may have confused the term with deck where it comes into the gunwals, but I've only ever tonged standing on deck, Did it for a living as a young man in winter, Hardest work ever!
