Most either have nuclear weapons or are holding a treaty obligation
from a nuclear armed nation that will fight their war for them.

That's a big 'or', and we still have the problem of nut cases leading both countries.

UN declarations will have no effect on that.

UN declarations simply give us a bit better leg to stand on when arguing with the assholes.
