Default Is a Honda 9.9 really a 15 HP ?

The 9.9hp is 222 cc the 15hp is 350 cc. The 8hp is also 222cc. and the 20hp is 350cc. so the 8hp and the 9.9hp are close as is the 15hp and the 20hp.
