The problem is that studens were misled about their employment
opportunities and then defaulted on their government backed student
loans when they couldn't get jobs. The ITT training wasn't quite as
rigorous as the US Navy's and neither were their admission standards.

The Navy has admission standards? Beyond fogging a mirror?

The good schools do and flunking out has serious implications beyond
just explaining it to your mom.
Typically you had to sign a 6 year commitment and if you flunk out,
plan on chipping paint for all 6 years, making E-3 pay until you can
find another rate that will have you.
Companies did value that training, when they valued employees at all.
IBM took me at 19 because of my navy school, over guys with college
degrees. They hired every ET and FT they could find.
