There should be a test and tax obligations should be current.

How about this test, If you don't pay any Federal Income taxes, you
should have any input as to how it is spent,
ie: you don't get to vote.

FICA payments are for a disability and retirement program and not

I know that, I just don't like people having a say how the pie is
