Found one...and only one...at a local hardware store. 50 cents retail.
Got the rail adapter on, even though I could barely see the damned allen
screws...used the blue loctite...so the rifle is spending the night in
the vise.
Managed to not drop any of the bitty parts on the floor...a first for
me. 
That was a standard allen in the IBM kit along with one that was 1mm
and one even smaller than that.. It was for a #2 set screw, you
usually had to grind down a fresh end each time you used it because
they rounded out so easy. They used some tiny stuff in the original
lap tops. Guys were taking them apart under those 5" magnifiers with
the circle light tubes around them.
