Its called a Mediterranean mooring, Actually its very common technique over there. If look look closely you'll notice the bow anchor rode. They usually drop the bow anchor to keep it steady when backing down.

Yes, I'm familiar with Med mooring and have done it a few times but
never in conditions like that. Did you see the sequence where the
line handlers almost got swept off the quay?
