That is another issue and as far as I know all of the federal super
max prisons are run by the FBOP.

carefully before you post.

Either you are changing the subject again (federal super max prisons
are not privately managed) or you are not reading.

You also never explained how you would "moderate" these prisons and
still control the worst of the worst either.
