Not in my town.

They are very strict about the management of this kind of thing.
You can't just dump or spread it on your property ... anywhere.
You have to hire a waste removal company to haul it away.

In fact, the paddock area at our house has a required berm around the
entire fence to prevent or limit run off from the paddock area.

When we had the place in Florida I built a large, 3 sided bin and
we'd dump the manure and bedding in it. About every two months or so
a recycling company company would send out a truck and BobCat and
haul it away for free. They processed it and sold it as fertilizer.
