You can blame that on government regulation. If you did not have the
BATF boondoggle, you could have a very serviceable can for less than
$50 (22rf more like $20) and a high quality one might be more like
$200. There is really not a lot in there and if someone cranked up a
line to make them, they would be very cheap.
Well, there's always the FRAM oil filter route for those "preppers" who
don't want to bother with a trust, the ATF, a tax stamp, et cetera, but
that's a pretty well guaranteed way to end up in the slammer.  I don't
know why one has to jump through so many hoops to legally own a
silencer, but...that's the way it is.
