the right of law-abiding citizens to carry handguns for lawful

The only problem I have with the whole concealed carry thing is that
too often some people seem to think that the right to carry is a right
to shoot.
But, I agree with the court's ruling.
In MA, I used to think it was sorta screwy to give your town's police
department the authority to determine who gets a concealed carry permit
and who doesn't ... or what restrictions, if any, to place on it. The
more I've thought about it though, the more it makes sense.
Your local police department is likely to be aware if you are a trouble
maker, a hot-head or have any other demonstrated personality flaws that
may make you a risk to be walking around with a loaded gun on you. Only
works well in a "may" issue state though.
I do not trust the local stooges to make that decision. I have seen too
many times to this day favors done, and folks hassled simply because
they fall on the wrong social side of the local sherrif/cops... I have
neighbors who grow pot in their back yard every season and in the fall
you can see it right from the street with little effort.. but they get
away with it, even brag about it... can you guess why? snerk
