I do constantly complain about military budgets but, to the best of my
recollection, wasn't the Coast Guard part of the Department of the
Treasury for many years? Does it or did it get authorizations separate
from the other branches of military service?

You're again caught up in your "black or white" mindedness.

Actually the defense budget is also used as a catch all for lots of pork
barrel stuff. Just like the highway budget. Lots of non related
amendments. Probably one of the worse things to happen to congress, was
when Nixon resigned, they allowed rule changes to legislative rules, to
allow non related amendments to a bill.
