Department of Defense program that supplies local law enforcement with
surplus military equipment.
The police department reported the rifles missing in January after a
required weapons inventory.
Kushner said records keeping between 2007 and 2013 was "so muddled and
virtually nonexistent" it's been impossible to determine who used the
guns and how they were lost.

I'm not sure about this, but I think the M-16A1's are not *semi*
automatic. Why would the cops in a mostly German/Polish suburb of
Chicago like Des Plaines need full auto rifles?

You can convert this to semi auto fairly easily by dropping AR15 parts
in it but it is just as easy to convert it back. BATF is not tricked.
This is still a Class III machine gun, no matter what sear and
selector is in it.
Unlike mere mortals, the cops can have all the NFA weapons they want,
even new manufacture and restored "de-mils".
That is how guys like "sons of guns" (TV show) does the stuff they
do.,
I know. The point, though, is that I don't think it is a good idea for
the cops to be so militarized. They're not that well-trained, they tend
to shoot first and never worry about "the questions," and why the hell
do they need full auto weaponry and the other military crap they are
getting.
I can see equipping a senior police officer's vehicle with a full auto
weapon, maybe.
