It depends. If you have enough clout Google will definitely change
their imaging on Google Earth. After we returned from Cancun a few
years ago I took a look at the area where we stayed. In several
places construction sites had been replaced with architects depictions
of what the new resort was expected to look like. Even more
interesting, some of the jungle around the Chichen Itza pyramid site
has been deliberately obscured, apparently to prevent relic raiders
from using Google Earth as a guide. Certain high security areas in
the US have also been intentionally obscured, probably at government
request. There is nothing to indicate the change, just a blurred
image where you were expecting more detail.
He can't afford a decent boat so I'm sure he didn't pay off Google!
