Default Changes to the Inland Navigation Rules

Thanks for the update. I like to keep a current copy aboard
even if it's a pdf file.

Did you note how there is STILL confusion as to whether a vessel
20 meters in length when anchored needs the ball shape as well
as one all-around anchor light.

The rule for vessels larger than that specifies a light forward
and higher *or a shape* and a light lower and aft.

The rule for the 20 meter anchored vessel specifies an all-
around light displayed where it may best be seen but says
nothing about the shape.
