The ACA was passed frantically just before the Democrats
lost the House and was done so in a manner that resulted in distrust.
Who will ever forget Nancy Pelosi exclaiming "We need to pass it in
order to see what's in it" or something to that effect.
I think you mean "Senate". They lost 60 when TK died and a republican
replaced him.
That is what Nancy said tho. It was because if the house did not pass
the frankenstein Baucus bill from the senate unaltered (and unread)
it would have to go to reconciliation and another senate vote that
they would never get.
No, I meant "House". When the ACA was passed in 2010 the Democrats
still held both the House and the Senate. Both had health care reform
bills being considered but in the 11th hour the Senate's version was
ratified by the Democratically controlled House. Nancy Pelosi and
Harry Reid worked it out.
This is what really happened (references from Thomas)
Bear in mind, by this time Teddy was dead and Paul Kirk was acting
senator awaiting the special election. (a little drama there too)
On 9/17/2009 H.R.3590 Went to Ways and Means in the House and was put
on the floor of the house
10/8/2009 12:15pm:
On motion to suspend the rules and pass the bill Agreed to by the
Yeas and Nays: (2/3 required): 416 - 0 (Roll no. 768). (text: CR
10/7/2009 H10550)
10/8/2009:
Received in the Senate. Read the first time. Placed on Senate
Legislative Calendar under Read the First Time.
11/21/2009:
S.AMDT.2786 Amendment SA 2786 proposed by Senator Reid.
(consideration: CR S11967)
In the nature of a substitute.
(they threw out the entire house bill and substituted the Baucus bill
as Amendment 2786)
This thrashed around with a lot of procedural issues, several
democratic amendments and 4 or 5 cloture votes to stop GOP
filibusters.
December 8, 2009 Scott Brown is elected to replace Kirk so the clock
was ticking.
12/23/2009:
S.AMDT.2786 Amendment SA 2786 agreed to in Senate by Yea-Nay Vote.
60 - 39. Record Vote Number: 394.
(More procedural BS)
12/23/2009:
Cloture invoked in Senate by Yea-Nay Vote. 60 - 39. Record Vote
Number: 395
12/24/2009:
Passed Senate with an amendment and an amendment to the Title by
Yea-Nay Vote. 60 - 39. Record Vote Number: 396. (text: CR
S13890-14212)
12/24/2009:
Senate ordered measure printed as passed.
12/29/2009:
Message on Senate action sent to the House.
At that point it was sent back to the house with the warning that if
it came back to the senate after Brown took office they could not
break a filibuster
The house was solidly democratic and would be for almost another year.
Unfortunately they were over a barrel. If they changed this bill, it
would die a quiet death as soon as it hit the senate floor
3/21/2010 10:31pm:
Mr. Spratt moved that the House agree to the Senate amendments.
(consideration: CR H1854-1890, H1891-2153)
3/21/2010 10:31pm:
The previous question was ordered pursuant to the rule.
(consideration: CR H2153)
3/21/2010 10:48pm:
On motion that the House agree to the Senate amendments Agreed to
by recorded vote: 219 - 212 (Roll no. 165). (text as House agreed to
Senate amendments: CR H1920-2152
At that point it went to the president.
I think that's exactly what I said in fewer words. The House,
controlled at the time by the Democrats, approved the Senate version
(which also had a Democrat majority).
