HELP ?????? Mercury HP Rating

I have just aquired a Mercury outboard. I was told it was a 20 HP but I am
not convinced. Can any one out there tell me how to confirm the HP rating.
The engine No. is 9069165 this I believe refers to an engin manufactured
approx 1982.
