Check out the Aquapac cases at www.aquapac.net. Yes, they are in the UK
but their service to the USA is outstanding.

Thanks for the answers although that's quite an old posting of mine you
guys are replying to.

Well I can now offer some feedback on my experiences paddling with a
digital camera.

I didn't buy one of the Canon Ixus cameras. In the end I didn't want to
carry a device, which didn't run on regular batteries. Price was also a
factor. Instead I decided on the Canon A70 along with the corresponding
waterproof case.
And to answer my own question - yes the A70 can be turned on/off without
opening the housing. In fact I took the camera on a 4 week trip last
summer, and never opened the case once during the trip.

I figured out an ok system for carrying the camera during paddling. I
bought a padded camera-bag which is tightly attached to the front of my
PFD. The bag simply lies on the sprayskirt and is never in the way,
although the bag+housing is quite bulky.
The grey bag can just made out on this photo, below my PFD:

The photo also clearly demonstrates, that one still need to wipe housing
from waterdrops, before taking a photo...

All in all I'm pretty happy with the camera.
