Good old yankee ingenuity. Got problems with your boat breaking down while
at sea? Need the tools back at the dock? Can't get to the dock when you
break down? Then just bring the dock and tools with you!

Leave it to the Mainiacs to come up with this. Only other place that could
design this is the back woods of West Virginia but they don't have an ocean.

It looks like a working tool shed to me too. I'd like to get a closer look
at it.
