At this time there was a wind force of 7 Beaufort. Because of the wind
catch
of the hi deck cargo, Hua 10 has a wind restriction of maximum 7 Beaufort,
this means Hua 10 was not allowed to enter the port of Rotterdam.

Corection... the wind restriction is maximum 5 Beaufort, sorry (:-
