My brother had the same thing happen - it was head gaskets, but he
changed the heads and gaskets at the same time.

If it overheated the heads warp on a Chevy. But since manifolds are
dripping, I would check for a hole in the exhaust manifolds.

Besides bad head gaskets there are a couple other common causes of this on
boats. If it has not run since winter and you are in a climate that has
freezing weather it could be a cracked block. Small blocks are pretty weak
on the inside of the block adjacent to the valve push rods. If the exhaust
manifolds are old they may be leaking into the cylinders. Then the sitting
water in the cylinder(s) will make it's way down past the rings into the
oil.

Any wrecking yard. Take the head with you so you can get a matching head.

Your boat is 19 years old. It needs a complete repower.

New out drive was installed last year rest of the boat is in excelent
shape. I will replace engine . What els should be done ?

I'd go with a complete OEM engine. And the EFI option is worth the few
extra bucks. Putting old accessory parts into a junkyard engine isn't
going to buy you reliability or longevity. Putting new accessory parts
into a junkyard engine isn't going to save you much money vs a complete
new OEM engine.
