The only way to fix NO would be to scrape the place, barge in 20 feet
of dirt and start over. FEMA won't let you rebuild below sea level
anywhere else in the country. It has to be 11' ASL


Maybe you could buy shiploads of rock & sand from Iraq, bring it over and
build up an area big enough to support a medium sized city.
Lots of work & money spread around over there might take their minds off
killing.
