That looks like the rotary intake valve on a SeaDoo 550 twin, the standup model. Somebody's jetski sunk.... It could also be the rotating shutter on a Cinemechannica 35mm movie projector, too! See the 4 quadrants, two opaque while we jerk in the next frame opposite two open to send the light on to the lens? |
