Default FC -- Hull Certification Test

I found a hull certification for the FC boat we are seriously considering. (In
fact, we just had an in the water survey (by non-fc expert) and will do a
hual-n-hang for a FC surveyor expert)

Before that -- curiosity is getting to me...
On the certification says:

Cement Test
Age: 204 days
PSI: 12,310
Fractu Concentric
Size: 3.32x7.05
Area: 8.6si

Is that good?

Also -- there was a substantial amount of deisel in the bilge (appears to be a
recent tank failure -- as it wasn't there last month) -- how does deisel affect
cement? (if at all)
