If they didn't, we would no longer see these emails. Before email, they used

what criminals are willing to pay for someone's stolen I.D. It used to
be quite a bit, now days because there is such a glut in the market
that a complete set (D.L, SS#, credit card number, etc) is only worth
about $5.
