Transom Height - Dumb Question Alert

Ok, Dumb Question...

When looking at specs for outboard motors, I come across "Recommended
Transom Height"...

What exactly does this mean? If the spec says Recommended Transom
Height of 15 inches, does that mean the transom must be at least 15" ...
or at most 15" ... or somewhere near 15"...?

Even dumber question... the transom height refers to the length from the
top to bottom of the back of the boat, measuring down the center... yes?

thanks,
Mike
