Being a pilot boat, I guess he knows what he is doing, but it looks

then inside a bunch of surfers. He was in a situation that if a surfer was
in his way, he could not safely avoid them.

The problem is that the surfers are always there. I think he hesitated till
he thought the surfers were aware. (Note, none were actually surfing when
the boat passed. The surfers have cooperated in this way for years.) And I
think he kept well in to avoid the surfers that were further out. The pilot
boat goes out several times a day.

Looked like fun to me.
