Is health care insurance a right or a choice?

Michael Moore says Cuba has a great health care system (i.e. free), why
not consider emigrating to Cuba? Socialist health care in Cuba is so good
that it will pay to bring in a better Spanish doctor if the local Cuban
doctors can fix you up, just like they did for Castro.
