the main problem seems to be that
you only have a couple of front-facing shots
of the aquarium building, that are difficult to tell apart,
as where they were shot from, but
it probably was from two quite different places,
maybe several blocks forwards or backwards from the building,
enough to put the trees under the line of sight (or,
of course, behind teh photographer).

any way, you misconcieve this as a "2D problem,"
since you are using approx. "plan" views with the maps, and
approx. "elevation" views witht he photos, and
that's teh problem: they're only approximately like those
idealizations.

all of it can be solved with elementary projective geometry and
ratios, not that it wouldn't take a while, but
you are just handwaving, and trying to cast aspersions on me and
my supercool buddy, Lyn.
