What you are saying, in effect, is that there are so many boats
running around Galveston Bay, at night, without running lights that
the Coasties have to do "special enforcement'?

quite a number...at least 7 spotted off the north jetty at 10 PM last
friday nite...

Are you referring to boats that are fishing while adrift without their
running lights on or boats that are at speed without running lights? The
former is stupid, the latter is insane, and both are illegal.

I was just surprised. I don't think I've seen 7 boats running at night
sans lights in 40 years of running at night.

And you are right, although I would say running at night in Galveston
Bay without lights isn't stupid - it's insane. :)
