omc shifter problem
 

I have a 1988 doral prestancia with twin 4.3 engines.
The port engine shifter is difficult to get into neutral from forward or reverse.
Could this be the shifter cable problem i've been reading about or maybe the stall switch?
Also. power steering has some stiffness [ easy , stiff then easy while turning ]
I would appreciate any help or advice
