rack pinion steering
 
is tight. It's on an 87 Starcraft center console. Can it be lubed or
adjusted? If so how?

First isolate the binding area. Outdrive pivot bearings? Cables? Rack
assy? Bad p/s cylinder or seized cylinder mounts? Inquiring minds want
to know...

Sorry, didn't know all that. It's just plain rack and pinion for an
outboard.
No cylinders. What are pivot bearings? No power steering.
