American Boaters Now Have
Their Own University

The new USPS University has opened its doors. With campuses in every
American town where boating is a passion, it is dedicated to the needs
of recreational boaters across the country. The University has been
established by the oldest and largest boating education organization
in the nation, the United States Power Squadrons®. Boaters of every
skill level and experience will find programs of importance to their
recreational enjoyment.

Since 1914, the United States Power Squadrons has been known for
educating millions of people through its safe boating courses. It has
also offered its members a comprehensive curriculum of advanced
courses in all aspects of recreational boating. Recently, it has
upgraded all its course offerings and has now added a wide-ranging and
exciting series of two-hour seminars that will be offered in a wide
variety of venues, for Power Squadron members and the public at
large.

The over-all concept under which these programs have been developed is
the university's variety of "diplomas" in the form of diversified Boat
Operator Certificates. The need for these certifications is clear.
Insurance companies, charter companies, and prospective passengers are
increasingly concerned with the skills of the skipper. Certified
boaters represent a far lower risk to all. Across Europe,
International Certificates of Competency (ICC) are now being issued to
address this concern. Eventually, such certification may be required
in the U.S., but in the meantime, USPS University is designed to
bridge that gap.

Before USPS University, boaters seeking a recognizable certificate in
the U.S. were faced with pursuing a Coast Guard license. Most
recreational boaters neither want nor need those professional
licenses. USPS University offers recreational boaters a convenient
locally available way for recreational boaters to achieve the same
goal though USPS courses, seminars, and on the water training. USPS
Boat Operator Certification offers recreational boaters options for
the future. Those then seeking to pursue the Coast Guard licenses can
learn all they need to pass the associated Coast Guard exams through
the USPS University program.

The University will offer four levels of certification. They are
designated as: "Inshore", "Coastal", "Advanced Coastal", and
"Offshore" each with a selection of useful endorsements. Each
certification's requirements involve the completion of courses,
seminars and practical demonstrations of nautical skills.

The basic level is the "Inshore Certificate". It verifies the boating
skills involved in operating one's own boat in rivers, canals small
lakes, bays, and waters within two miles of shore under fair weather
conditions. Its foundation program is the US Power Squadrons'
Seamanship (boat-handling) Course.

The "Coastal Certificate" covers skills involved in operating one's
own boat in fair weather conditions, sailing in local waters and
coastal areas within five miles of shore. Its foundation is the newly
revised Piloting Course.

The "Advanced Coastal Certificate" verifies operating any vessel up to
fifty feet in waters within fifty miles of shore in up to three-meter
waves. It is built on the Advanced Piloting Course.

The highest level is the "Offshore Certificate" that will certify
skill at operating any vessel up to sixty-five feet in most sea
conditions. It is based on the Celestial and Offshore Navigation
Courses. To this point the optional endorsements for each certificate
include: Canadian Rules, European Rules, Sail Trim Paddle Smart, and
Kayak and Small Boat Navigation.

In preparation for the university program the United States Power
Squadrons has revised the traditional foundation "advanced grade
courses" to reflect current student needs and today's marine
technology. Within the various certificate levels, students will also
be required to take prescribed updated courses from among the
organization's traditional "electives": Weather, Sail, Cruise
Planning, Engine Maintenance, Instructor Development, and Marine
Electronics. In addition there will be new required course offerings
in such topics as Marine Radio, Navigational Electronics, Offshore
Weather and Offshore Seamanship.

The standards for each certification level require a set number of
seminars with some prescribed. Among the topics addressed by these
seminars a charting, weather, sail, UHF, GPS, boat trailering and
digital charting. Each is delivered by an experienced instructor and
is described in an informative brochure.

As an example, to earn the Inshore Certificate, students will be
required to complete the Seamanship, Engine Maintenance and Marine
Mechanical Systems courses. In addition, attendance at six seminars
will be required, including the mandatory: "How To Use A Chart",
"Using GPS", "Using UHF and VHF/DSC Marine Radio", and "Onboard
Weather Forecasting".

The final requirement for this certification is a demonstration of on-
the-water skills. Here the candidates must display knowledge of
boarding safely, docking and undocking, handling the boat in close
quarters, anchoring and unanchoring, and of securing a 360° mooring.
They must also retrieve an object in a "Man Overboard" simulation,
demonstrate knowledge of wave effects of wind and current, as well as
demonstrate an understanding of weather forecasting, and the use of
safety equipment.

As in any university setting, the public can attend individual
seminars and US Power Squadrons members may take a specific seminar or
course to fill an individual interest. Members will still want to
involve themselves in traditional course sequences to meet Power
Squadron advanced grade requirements. This new vision for the United
States Power Squadrons presents wonderful new opportunities for
members and the boating community at large.

The Chief Commander of the United States Power Squadrons, Ernest G.
Marshburn, summarized the program this way:
"The USPS University is the most innovative education program today
and education remains our core strength and future. Educational
freedom and flexibility form the cornerstone of this concept and
explain why we remain the market leader in recreational boating
education. USPS University mirrors the strategic plans of our federal
partners such as the National Boating Safety Council and the United
