Good day !
Would it be difficult and or costly to change parts in my very good
working 1992 evinrude 15HP long shaft to make it a short shaft ?
i plan to buy an inflatable and it needs a short shaft engine...

Difficult = No
Costly = Yes

You might find somebody with a short shaft that would prefer a long
one though. You could work out a swap.

I agree with Rick - This could be a real problem.

One way might be to find a Evinrude dealer and see if
they have an old engine around that you could salvage
the mid-case from. I have a 2000 FICHT that I'm trying
to find a 25" mid-shaft for and it's been a real trial.

You could haunt some of the forums or try and place
an ad in Craig's list or something similar.

There are also some backyard engine repair guys who have huge piles of
old motors and parts laying around. Send me an EMAIL if you are in
the SWFL area.
