You may want to consider bead blasting. Less damaging than sand
blasting, and there's no need for concern about potentially embedding
caustic baking soda in your gelcoat. My friend who runs a metal
refinishing and plating shop uses a bead blaster to remove rust,
crust, paint, and general nonsense from items as a prep step prior to
electroplating.
